Projects must offer substantial economic impact either for the Commonwealth as a whole or for the locality or region in which the company will locate; 4 to 1 private to public match required.

Job Creation/Retention Requirements

Within 3 years 100 full-time equivalent jobs must be created or retained; or increase PA employment by 20%; or substantial economic impact for the region.
