Rail Freight Assistance Program (RFAP) Grant

Minimum/Maximum Amounts

Grants up to $750,000* for maintenance projects depending on actual project miles or 75% of total project cost, whichever is less; up to $100,000 for construction or 50% of total project cost, whichever is less.

Rail freight infrastructure - maintenance projects, construction projects, and combination maintenance/construction projects.

Local match - 25% for maintenance projects; 50% for construction projects

Grant Processing Considerations

All applications must be filed electronically using the Department's e-application.  To use the application, you must be registered as a PENNDOT Business Partner (see web site for instructions.)

Special Notes

It is an annual program with 2 funding phases.  The Phase 1 Funding allocation is typically larger than the Phase 2 Funding allocation.  E-applications received from February 2003 through April 30, 2003 will be considered for funding under Phase 1 of the 2003 RFAP: e-applications received May 1, 2003, through September 30, 2003, will automatically be considered for funding under Phase 2.  The funding allocations for the 2003 RFAP have not yet been determined.  However, the funding allocation for Phase 1 of the 2002 RFAP was approximately $3.0 million and for Phase2, approximately $1.25 million.
